Request for proposals for community partnerships & capacity building review

Context
This is an invitation to submit a proposal to review the grants, partnership fund and the capacity building in the 2015-2017 Maungakiekie-T?maki local board work programme, and to provide recommendations that align and enhance local board priorities and the Empowered Communities Approach.

Timeline
The deadline for submitting a proposal is 31 January 2018
The anticipated start date of the contract is 12 February 2018

Our requirements
Please ensure your proposal demonstrates your ability to deliver to the following requirements:
 
Undertake a review of grants, partnership fund and capacity building work programme activities including:
1.   An analysis of the effectiveness of activities to date, 2015-2017, and whether they represent good value for money.
2.   A clear analysis of the effectiveness of grants, partnership fund and capacity building work programme activities including:
•         An increased understanding of the value and benefits of funded activities.
•         The development of options to re-align activities to better deliver on local board outcomes
-     Understanding/demonstration whether activities represent value for money.
-     Developing a wider pool of resources together with funding partners.
3.   Review activities undertaken by current programme participants.
4.   Recommendations for future desired state, to include options to realign activities based on outcomes of the review.
 
•?Our timeframes are February to 30 June 2018
•?Payment will be 50% upon signing of contract and the remaining 50% upon completion of the contract.
 

Your proposal
Your proposal must include:
•?the total price for full delivery, including any expenses and other costs. The price should be in New Zealand dollars and exclusive of GST
•?a breakdown of the price (if applicable)
•?details of all possible risks, contingencies and other circumstances you have identified relating to the delivery of our requirements, and details of what provisions you have made for these in your proposal
•?details of any assumptions you have made about the delivery of our requirements
•?timeline of planned review milestones
•?total proposal must be no greater than $10,000 excluding GST
 
Your response must be emailed to the contact person by the deadline stated above. The subject line of your email should read “Proposal for Community partnerships & capacity building review”.
The maximum allowable size for email attachments is 10MB. For attachments that exceed this size you should split the file into parts less than 10MB each and send in successive emails with “1 of 3”, “2 of 3”, “3 of 3” etc. in the subject line.
 
Evaluation method
We are not looking for a solely descriptive piece and community member narratives, we would like a quantitative measurement of the outcomes. Proposals will be assessed based on their proposed review methodology, where the contract will be awarded to the participant that offers the proposal meeting all of our requirements set out in the section above.
